Telegram's terms say users in EU countries, the United Kingdom, and Australia must be at least 18 to sign up. The terms do not state a minimum age for other countries.

Telegram does not document parental controls. There is no parent dashboard and no way to link a child's account to yours. Phone-number privacy and two-step verification are ordinary account settings, not parent controls.
